One visitor at Digital Point asked what bla197.prod.google.com:4040/admin_flags was. It showed up on their referral logs. Turns out it's Google's Blogger admin search tool checking for objectionable content. Someone reported his site for spam or other "bad" content. Check your log files if you have a blog.
